Armed Forces of the Philippines Lt. Gen. Emmanuel B. Salamat, commander, Armed Forces of the Philippines Northern Luzon Command and U.S. Marine Corps Lt. Gen. Lawrence D. Nicholson, commanding general, III Marine Expeditionary Force officially declared the start of Exercise Balikatan.
